    I-94 N-S Freeway: Non-Interchange Segments Client Wisconsin Department of Transportation (SE Region) Location Racine County, WI Total Estimated Cost $180 Million DAAR provided final design services for the non-interchange segments and the WIS 11 interchange, as part of the 35-mile reconstruction of I-94 from the Illinois State Line to the Mitchell Interchange in Milwaukee, WI. The project included reconstruction of approximately 7 miles of interstate, 17 miles of frontage road and 2 miles of side roads. In addition, final design of 13 bridges, numerous retaining walls, box culvert extensions and sign bridges were required. Coordination with six consultant and WisDOT teams were a significant accomplishment in this project. In designing adjacent interchanges it was necessary to ensure that the match points created a continuous and cohesive project. Complex staging design was required to accommodate the reconstruction. This included coordination with numerous other mainline contracts in Racine, Kenosha and Milwaukee counties. Design Services Manager/Principal andy.smieja@daarcorp.com 414-935-4350 Mr. Smieja, a licensed Professional Engineer in both Wisconsin and Texas and WisDOT alumnus, is Design Services Manager/Principal at DAAR, where he plays a pivotal role in nurturing the talent of younger design staff and oversees a diverse portfolio of projects. Andy's journey in engineering commenced with the Illinois Department of Transportation (IDOT), where he acquired foundational knowledge in design and construction engineering. Eager to contribute to his home state, he transitioned to the Wisconsin Department of Transportation (WisDOT), further honing his expertise in design and construction engineering. His career trajectory led him to the leadership position of Design Project Manager within WisDOT's Southeast Region. Notably, Andy's experience in project oversight encompasses major and mega projects including the Burlington Bypass, the I-94 expansion in Kenosha County, and the reconstruction of the Mitchell Interchange in downtown Milwaukee which carries the most car and truck traffic in the State of Wisconsin . In June of 2011, Andy joined DAAR as a Project Manager based in the Milwaukee office. Over the years, he has continuously enhanced his project management acumen in both size and scope, overseeing projects spanning all five WisDOT regions. Andy is well-versed in delivering comprehensive plans, reports, and conducting rigorous quality assurance/quality control (QA/QC) reviews for projects of all sizes. His specialty lies in managing projects from conceptualization through final design on roadway design, project management, and effective change management. Andy proudly holds a Bachelor of Science (BS) in Engineering from the University of Wisconsin, Milwaukee. He currently operates from DAAR's Johnson Creek and Milwaukee offices, where his invaluable contributions continue to shine.

Responsibilities included development of an extensive public involvement plan, preparing a mailing list to include approximately 3,500 stakeholders, development of a project website, coordination of public information meetings, local officials meetings and business association meetings, and production of all public information materials including project newsletters, news releases, and radio advertisement copy. DAAR was also responsible for environmental documentation including an archaeological study; and Section 106 and transportation management plans.     Gas and Electric DAAR Engineering provides several gas and electric services, primarily paving and conflict review and utility base mapping and design. Paving and conflict reviews require coordination with municipalities on upcoming construction and reviewing existing infrastructure to determine if design is needed. For design plan sets are created, customer data is compiled, emergency action plans are developed, and construction procedures are written up.
