He is well-known for his expertise in local zoning and development matters, and has excellent knowledge in the processes of local government. His strength is in dealing with the deliberations of elected and appointed bodies, as well as licensing, permitting and regulations. At DAAR he oversees the day-to-day operations of the firm as it pertains to client and community relations, IT, Human Resources and our support staff. Mike is a former board member of the Wisconsin Center District, the Milwaukee Public Library, the League of Wisconsin Municipalities, the Milwaukee 7 Regional Economic Development Advisory Council (representing Kenosha County) and the Milwaukee Metropolitan Sewerage District. He was a founding member of the Local Government Institute of Wisconsin. Mike is a graduate of the University of Wisconsin, with majors in Political Science and International Relations. He has three adult children and continues to live on Milwaukee’s East Side in his former Aldermanic District with his wife Becky.

The mainline consists of 3 travel lanes in each direction and is located in the Towns of Harmony, Fulton and Milton in Rock County. Improvements to rest area #17 are also included in this project. The expansion improvements will meet current design standards, improve overall safety, accommodate future traffic with acceptance level of service (LOS) and will replace aging pavements and structures.     Milwaukee Streetcar (HOP) Client City of Milwaukee Location Milwaukee, WI Total Estimated Cost $128.1 Million DAAR provided survey, construction management and observation services for Phase I of the Milwaukee Street Car (The HOP) project. https://thehopmke.com/ The HOP is a 2.1 mile modern streetcar system in Milwaukee, Wisconsin that connects the Milwaukee Intermodal Station and Downtown to the Lower East Side and Historic Third Ward neighborhoods. A phase II Lakefront branch was also built at the same time and is expected to be operational in 2021. The system is owned by the city and operated by Transdev. DAAR was part of a team that included Kiewit and the Concord Group. Construction of the system began in late 2016 and was completed in summer 2018. Service to the public began on November 2, 2018.     Todd D Becker, P.E. Engineering Services Manager/Principal todd.becker@daarcorp.com 414-935-4359 Mr. Becker leads DAAR’s efforts in the state of Texas and is based in Arlington. While managing DAAR’s Texas office, Todd is also available for projects in Wisconsin and an excellent source to discuss opportunities in either state. He provides leadership to the DAAR design team with duties that include: project scoping and validation, scheduling, budgeting and monitoring; local and jurisdictional agency coordination; development and review of plans; constructability reviews; technical report writing; utility and railroad coordination; writing, review, coordination and processing of environmental documents; development and review of PS&Es; Post PS&E and pre-let contract coordination; addressing construction contractor and engineering inquiries. He is also a certified WisDOT/NEPA document reviewer. Todd possesses 30+ years of transportation project management, design, and construction engineering experience and has many years of experience in all aspects of highway improvement development. The Wisconsin Department of Transportation (WisDOT) has tapped his significant expertise to edit the WisDOT Facilities Development Manual as well as coordinate the 5 southern counties of the Northwest Region’s Local Program. His communication, organization and documentation skills have proved invaluable to both DAAR and WisDOT as he is at the forefront of design procedure and process improvements. Todd is currently living in Arlington with his wife and continues to bass fish the many lakes the state has to offer.
