DAAR provided survey, construction management and observation services for Phase I of the Milwaukee Street Car (The HOP) project.

The HOP is a 2.1 mile modern streetcar system in Milwaukee, Wisconsin that connects the Milwaukee Intermodal Station and Downtown to the Lower East Side and Historic Third Ward neighborhoods. A phase II Lakefront branch was also built at the same time and is expected to be operational in 2021. The system is owned by the city and operated by Transdev. DAAR was part of a team that included Kiewit and the Concord Group. Construction of the system began in late 2016 and was completed in summer 2018. Service to the public began on November 2, 2018.

DAAR’s responsibilities included:
• Constructability review
• Construction inspection services
• Coordination between City of Milwaukee, contractor and public and private stakeholders
• Utility coordination
• Project administration
• Set and maintain project control
• GPS, robotic total station, digital leveling
• Storm sewer
• Combination sewer
• Water main
• Curb and gutter
• Retaining walls
• Sidewalk
• Pedestrian ramps
• Electrical throughout
• Maintenance buildings
• Concrete platforms
• OCS bases
• And roughly three and a half miles of tracks offset both sides of track every 8 feet
